Powershell Debugging

PowerShell DSC has a pretty good debugging setup - https://msdn.microsoft.com/en-us/powershell/dsc/debugresource.

We should look to implement something similar to enable debugging of script steps, step templates and pre-deployment/deployment/post-deployment scripts.
