If you enable maintenance mode and scroll down on a page that has lots of content, the maintenance mode message is opaque and so it appears to overlay things incorrectly.

The page banner component (that this maintenance message sits inside) should have a solid white background colour so these appear to have a solid background even if you scroll down.
