The enhancement

Add the CAPABILITY_AUTO_EXPAND so that macros can be used in a template without using change sets. In order to support this we will also need to allow multiple capabilities to be chosen.

Workarounds

Use the change sets feature on the cloud formation step with deferred execution disabled.
