DeploymentQueued event not created when using Automatically Deploy to environment in Lifecycle

The bug

We don't create a DeploymentQueued event when the LifecycleEvalutor creates a deployment for an automatic environment

What I expected to happen

A DeploymentCreated event should be created when the LifecycleEvaluator creates a new deployment for an automatic environment

Steps to reproduce

1. Create a lifecycle with an environment that should be automatically deployed to
2. Assign the lifecycle to a project
3. Create a release for that project
4. Observe that a new deployment is queued but no DeploymentQueued event is created.
