We do not have a current outage but we are currently hitting our throttling limit (too many requests for the service). Hopefully, we'll raise the limit which should ease things. I'll reply back when I know what the plan is. We have two scenarios:

Just wanted to confirm that 3 months later, I've just tried to make a Dev account and am experiencing the same issue so can't get anything done. |

I found a fix which worked for me. I can't remember for sure what I did as it was a few months ago now but I believe the issue I had was when I was logged in and clicking on the option to create an envrioment from inside my Dashboard area. If you stay signed in but go to the public home page that everyone can see (not your dashboard) if you try and click the button there, because you're logged in it seems to skip whatever validation it's doing inside the Dashboard and lets you proceed. Or at least did for me! |
Got the same issue, and based on @DarylGraves comment I was able to create new subscription from MS Dev Program landing page |
I have the same issue and by luck even if I get through to the first page of entering details I am not getting the code on my mobile to proceed further to create the sandbox |

Hi I had the same issue. I resolved it by logging in using Incognito/InPrivate mode from my browser. |

But why it isn't passing security check? What do i need to do to get it

I had the same error. I tried to set my vpn to another place (I put Turkey but I think it will work also with other countries) and it worked. |
It's the same for me. Tried with two different phone numbers, browser Edge and Firefox. No Vpn. Windows 11 without requirements. We can't continue with the signup process for the following reason: Your phone number did not pass security checks. Code: 40301 |

There are two possible reasons for this error: Country-specific outages We recently had some service issues and many countries were temporarily blocked from joining. This issue has resolved but note the following: Geographic limitations. For technical and security reasons, the Microsoft 365 Developer Program only supports a subset of countries/regions listed here: Microsoft 365 International Availability. We review our supported country list regularly. If you are unable to sign up from your country or region, then it means we do not support it at this time. Membership benefits While you can still join the developer program, access to the free Microsoft 365 E5 subscription is currently paused for the short-term while we adjust the qualifications for that benefit. Microsoft 365 Developer E5 Sandbox Provisioning Issues
Hi,
I have been trying to reach the correct support team for issues I've been having trying to create a Microsoft 365 E5 Sandbox
The error I receive is,
Sandbox provisioning is currently disabled due to a technical issue. Please try again in a few days.

I have just tried to create a sandbox once more and i still received the same error message - It has been a number of weeks, and this still hasn't been resolved
Microsoft 365 support have advised that they cannot assist with this issue and the ticket appears to be passed internally within various Microsoft support teams but with no resolution.
If someone could please point me in the right direction to the support team for Microsoft 365 Developer
or provide an estimate of when Sandbox Provisioning will become available again?
