pcs_resource: handling of clones/grouped resource #1

CURRENT STATE:
pcs_resource module can create resource in group or cloned resource but it fails to detect it and so on next run it fails creating it.

TODO:

add support for cloned/grouped resources
cloned resources cannot be part of resource group
