Remove the distinction between internal/custom forms

All forms should be editable. We should no longer update internal forms and just use custom forms. I don't think towns will ever care for internal forms that we give them and that we update. They expect forms to be their own (custom) or not to change (which is not true for internal forms).

So we should remove this distinction and just import a set of presets at the beginning that the user may get rid of.
