eager ddp 的val 数据加载问题 #6166

oneflow版本： #6142 commit：16ab3b25143

现象：eager开启ddp 训练的时候，加载val数据报错:
Check failed: parallel_num_ <= data_part_num_ (8 vs. 1)

每个val 数据都只有一个part
