Implement Archiver functionality

Specification

  • Local engine data logging to file
  • All tags should be saved as CSV row every 5 secs
  • Save one tags file per run
  • Save one runlog file per run
  • On low diskspace, log a warning that is sent to aggregator
  • Implement special Mark archive behavior, such that Mark acts as an accumulation value that is reset on each archival
