options.cmake ecf were not picked-up. 1)changed var name to PROJECT_EC_FLAGS. 2)process it in the project CMakeLists. Signed-off-by: Sam Sortais <sam.sortais@xilinx.com>

Allow to pass some external include directory to cmake command line
Get all cflags, including the ones currently in options.cmake to gcc.
