[csharp][generichost] Added value converter class

This is a small change that will enable me to fix an issue in the api. The parameters are getting added to the uri builder using ToString, but an enum should be using the ToJsonValue method. I need to move this method to a place the api can access it. The JsonConverter is not appropriate, because end users might choose to replace the converter.

  Commit all changed files.
• File the PR against the correct branch: master (6.3.0) (minor release - breaking changes with fallbacks), 7.0.x (breaking changes without fallbacks)
• If your PR is targeting a particular programming language, @mention the technical committee members, so they are more likely to review the pull request.
