Refactor TCWin.cpp

The window needs a total refactoring for O5, because:
The absolute positioning has to be replaced with sizers and the voodoo with calculating positions of the various elements removed for sane maintainability.
The calculations are now performed twice due to the above voodoo.

If the taker is brave enough, the logic around times is scary, very scary...
