Fix a build error on linux: kCFStringEncodingUTF8 is not defined. #173

  1. Fix a build error on linux:

    `kCFStringEncodingUTF8` is not defined.
    Instead, use `CFStringBuiltInEncodings.UTF8.rawValue`.
    
    Also fix a type error I was getting in a unit test.
