This PR adds the GitHub actions to allow publishing the docker images created with #2124 & #2139 on the Github Container Registry. To be merged after #2139.
Tested the actions on a test repository, and successfully published an image in the corresponding registry: https://github.com/mayankchetan/wind-docker/pkgs/container/openfast-test
