Temporarily re-enable Java 7 support

Revert the necessary changes in PR #8634 and PR #9297 to allow the server and tools to start with Java 7 again.

I left the classes be Java 7 instead of going back to Java 6 byte code. So if you use Java 6, it will get byte code error instead of the nice error wrong Java error, but since Java 6 is so out of support and this is temporary I am leaving it as it is. It will be the same as if you used Java 6 with 19.0.0.9, 19.0.0.10 and 19.0.0.11.
