[UI] No text outline from the second line #14135

OS: Windows 10
Version: 0.3.2
Commit/Build: 3f8386e

No outline of texts, such as tooltip or chat message, from the second line as the screenshot below shows.

Steps to reproduce:

  1. Set languages as CJK (In case of me, korean)
  2. See tooltips or chat messages

I bisected this issue, occured from v0.3.2 2a06043. The very previous commit(v0.3.2 1f55720) works fine.
