Now that the plugin system is active and in frequent use -- and seems to be involved in a lot of crashes/bugs -- the question of 'do you have any plugins installed?' becomes pretty important. Probably important enough to be on the new issue template?

It could save time and avoid needing to have exchanges like this: #14198 (comment) ... which I see cropping up in more and more issues.
