Describe the issue

Motivated by #18023 (and @ocalhoun6's comment), I managed to replicate the root cause: Path tiles under ride exits (built via "Disable clearance checks") can be littered. However, handymen will never be able to clean those up.

I built a park with 80 of those exits and let it run for 100 years, which resulted in several dirty exit tiles.
At all of them, handymen get stuck trying to reach the litter, with a set patrol area or without.

All rides and exit paths were built before opening the park and never touched again, so the litter is guaranteed to have been dropped from inside an active ride exit.

Steps to reproduce

Have ride exits with paths under them and be quite patient.

Or: Run attached 100yr old park and watch any of the handymen fail to reach littered exit tiles (using the "Highlight path issues" view makes it easy to watch). Guests are removed and park is closed, but I have other savegames available.
