Report translation completeness on language scripts #79

This is not a requirement, but it would be nice if the language_load.py and language_dump.py scripts could spit out the target language completeness when compared to the fallback language.

I decided not to embed these statistics into language_load as it might not go over everything, as the language_dump does.
