While the races are unlocked in the order they appear in the tournament, the actual track order for the besttimes is different.
This is the same order as it appears in the binary which can be extracted using the extract-data tool.

I assume the odd slots in the besttimes data is for the mirrored mode, which keeps seperate besttimes.

Track order for times is organized by location rather than circuit:

Tatooine:

  1. Boonta Training Course
  2. Boonta Classic

Ando Prime:

  1. Beedo's Wild Ride
  2. Howler's Gorge
  3. Andobi Mountain Run
  4. Ando Prime Centrum

Aquilaris:

  1. Aquilaris Classic
  2. Sunken City
  3. Bumpy's Breakers

Ord Ibanna:

  1. Scrapper's Run
  2. Dethro's Revenge
  3. Abyss

Baroonda:

  1. Baroo Coast
  2. Grabvine Gateway
  3. Fire Mountain Rally
  4. Inferno

Mon Gazza:

  1. Mon Gazza Speedway
  2. Spice Mine Run
  3. Zugga Challenge

Oovo IV:

  1. Vengeance
  2. Executioner
  3. The Gauntlet

Malastare:

  1. Malastare 100
  2. Dug Derby
  3. Sebulba's Legacy
