Temporary fix for string encoding problems on 64 bit systems (warning: works for ASCII filenames/directories only!!!)

At least, this will enable ogCreateLayer to run correctly on 64-bit systems which had severe string conversion errors. However, it will probably return wrong results for non-ASCII characters.
