Issue is that both, sdl_ttf and sdl_image contain zlib1.dll.
libpng depends on function inflateValidate of zlib1.dll.

Workaround:

Make sure to use zlib1.dll from sdl_image library binaries.

Solution:

Is this a proper fix?

UPDATE: Deleted zlib1.dll from sdl_ttf
