Added "FGWDS221 Walli Double Switch" to manufacturer_specifiec.xml
Added /config/fibaro/fgwds221.xml file with all z-wave config's from https://products.z-wavealliance.org/products/3395/configs

please run make xmltest and fix up the problems it reports.

Couldnt do "make xmltest"
Had to do:
sudo apt-get install libxml2-utils
sudo apt-get install libxml-simple-perl

Fixed the failures and re-uploaded the file in the PR.

"make xmltest" run:
/home/pi/open-zwave/config/manufacturer_specific.xml validates
/home/pi/open-zwave/config/fibaro/fgwds221.xml validates
