Getting the response for an inactive /stopped service when we are updating it #558

Create any Service(Eg : Rest Service with the name “Mockiato”)
Just stop that Service
Update that Service (“ Mockiato”). Then we are displaying service as “Stopped” state
Try to test the service with the third party tool then we are getting response for this service

Actual Result : should not get the response for a stopped service
