All modules' web.config contains the following line: <!-- NOTE: These binding redirects have no runtime effect; they are only here to avoid build warnings. -->
But it's missing form ModuleRootWebConfig.cs so the newly generated modules won't contain this note.

Maybe other lines are missing too?
