Description of Changes

GS/HW: Ensure tex shuffles, masking are render target draws.

Rationale behind Changes

Fixes Castlevania Curse of Darkness crashing.

Suggested Testing Steps

Check the dump if it still crashes on dx.

Smoke test, no diffs showed up.
Edit: tested and crash is fixed.

Fixes Castlevania Curse of Darkness crashing.

LGTM, I wonder if we should check PRIM->TME in IsPossibleChannelShuffle() too..
