[Feature request] Allow spending Cold Staking Contracts for MN creation #1608

If there are no available funds left in wallet except Cold Staking Contracts, allow spending them for creating a MN collateral through Masternode Creation Wizard instead of returning the following error:

  This PR add a Coin contol interface for masternode creation. This addition is particularly useful when a user wants to spend a P2CS delegation (or locked coins) to create a masternode.
