Generate ffmetadata files for episodes #842

As part of our "generate our own ID3" schemes...

Generate an ffmetadata (or other format?) file, and return that in the episodes API
DTR needs to add that to the arrangement json, and incorporate that into the digest
CDN-arranger to use that if it exists, rather than pulling from the 1st-original
