Windows CI中，偶发op_function_generator.exe失败。原因不详。
尝试通过rerun 100次解决。如果有一次generate成功，则编译成功。
暂不能确定肯定内解决问题：如果是Windows环境问题，导致op_function_generator.exe失败，可能Rerun会都失败。需要PR合入后观察现象。
