Description
where和where_grad算子的bf16和double的类型注册。softmax和softmax_grad的bf16类型注册，并修复单测中类型固定为fp32的问题，并删除单测中某个较小的形状，避免踩上test/legacy_test/op_test.py报错Input's shape should be large than or equal to 100的问题。
