test_var_base重命名为更合适的test_eager_tensor大部分问题 #62686 已经修了，本 PR 只是稍微调整
将
Tensor.block和Tensor.test_to_static_var的单测拆分到相应的 deprecated 单测中，这两个方法只会在老 IR 动转静使用，PIR 动转静不再使用，两个方法标记为待清理状态Related links
