Release versions will automatically deploy from the tag
Pre release versions deploy automatically from PRs as
`0.0.0.post${PR_NUM}.dev${BUILD_NUM}`.

Add semantic-release to this repo. Pre release versions should be installed
using pip's native support for installing from a branch, e.g.
