Increases char slots to 30

What Does This PR Do

Increases character save slots to 30 as per forum suggestion. Database implications should really be minimal, for the few players who want to have 20+ characters.

Just checked this against the DB, should work fine

New entries in the DB should just be added as normal for slots 21-30 so I don't foresee any problems myself.

Not opposed to the idea of unlimited really, it's all about if the DB can handle it well.
