What Does This PR Do
Removes the prisoner clothing and ID from the temporary brig cell closets.
Why It's Good For The Game
Legal SOP says to keep stuff on the prisoner when brigging non-permanently. Currently, the game suggests you should be re-dressing them. This fixes it.
