split of #7345

Adding:

馃啈 Fethas
tweak:pylon heal is now 3 secs (from 2.5s).
tweak:hulks cannot use cult blades or build structures.
tweak:Cult structures now drain blood(10) on build.

Fine with the bleeding, iffy on the pylon change but don't mind that much
The hulk change seems random though, I haven't seen many hulk cultists or any real abuse of hulk on cult rounds, unnecessary change imo
You should mention in the changelog that previous pylon heal rate was 2.5sec

I have seen hulk abuse on cult rounds. Thumbs up from me.

Not being able to use the cult blade I see as unnecessary, Hulks are already prevented from using ranged weapons.
