This PR includes various tweaks and fixes. some of which were things I noticed when looking at the RFC spike PR.
One new thing I've done here is to move the standard test packages into their own ItemGroup, which I think helps make it clearer what packages a test project is referencing. It's something I'd like to start adopting in all our repos.
