MessageFailed events do not contain message body if full-text indexing is disabled #2626

The MessageFailed event publisher used to include the message body in the event payload if it was serialized into a non-binary form and is under 85 KB of size.

After the full-text indexing toggle was introduced the logic changed and the body is included only if the indexing is enabled.

It would be nice if the original logic was put in place.

NOTE: There is no plan to include the body in cases where it was not present before i.e. when serialized as binary or when over 85 KB.
