If you leave a cell in the treatment column blank, the error will be "Treatment is inconsistent with citation". It would be more helpful if it said the treatment data was missing.

Note that the bulk upload requires a treatment to be associated with each trait or yield. The treatment column isn't required in the upload file, but if not present, the treatment must be the same for all rows in the upload and must be specified interactively.
