[ENH] Update DSI Studio to the latest commit

Updating the DSI Studio included in QSIPrep to get the latest and greatest autotrack. The handling of bvecs has changed since the last included DSI Studio release

TODO:

• Update Dockerfile and config.yml
• Remove --method from action=trk
• Specify other_output
• Check output image orientation
• Use b_table if bvecs are DIPY
• Make sure qc workflows knows which bvec to use
• Write b_table to derivatives by default
