this might be an issue of CPAN-Meta-Requirements, but here we go:
"make test" of CPAN-Meta-2.142690 is ok with CPAN-Meta-Requirements-2.129, and fails with CPAN-Meta-Requirements-2.130, output from "make test" with C-M-R-2.130:

t/strings.t .............. 1/? Undefined requirement for Foo::Bar treated as '0' at t/strings.t line 59

Failed test 'die without a requirement string: did not die'

at t/strings.t line 10.

Looks like you failed 1 test of 20.

t/strings.t .............. Dubious, test returned 1 (wstat 256, 0x100)

I saw the same failure today when trying to integrate the new CPAN-Meta-Requirements into core.

I'll fix it once I'm online in an hour.
