This indirectly fixes bug 98230 - 00-compile.t fails on Windows.

Hello David. As discussed by email. I based my changes on those you made to Path::Tiny.
The 00-compile.t which was failing on Windows has moved into xt/author/ - and now passes on my Windows test bed where I replicated the bug under 0.24.
