C# and VB.Net Solution to clean-up handwritten documents

This is a rewritten version of the python-script NoteShrink from this link:

Note that you can use the LeptonicaSharp Library for this task too.
(in ~200 ms instead of 2 sec.). See LeptonicaSharp test-application for usage-examples.
