https://github.com/mikeferguson/code_coverage is not available in ros2

Describe the solution you'd like
Replace the ENABLE_COVERAGE_TESTING flag by using colcon mixins / the respective coverage flags and add the necessary lcov & python coverage commands to process the coverage info until the desired report can be generated.

Describe alternatives you've considered
ros-industrial/industrial_ci#504 is still WIP.
