Devlin Opera - A Shipment of Rum (Beatrice's Path) is broken

In the quest A Shipment of Rum when taking Beatrice's Path, you are first supposed to talk to the governor, however, when at the last lines of dialogue, you can hear the next dialogue sound effect when trying to wrap up the conversation with the governor, but the dialogue never goes away. This is recreatable from saves outside the governor mansion and in the governor mansion. I will provide a screenshot of the dialogue option and a save inside the mansion where you just have to go up and talk to him to trigger the glitch. I can't even bring up the in-game menus, I have to close the game from Task manager when this happens.
