Description of Change(s)

Implementation of a new Hgi based on DirectX 12. See our DirectX12 proposal here for additional details (Proposal PR-12).

Fixes Issue(s)

  • I have verified that all unit tests pass with the proposed changes

 - one small but important stability fix
 - few minor fixes in various places
 - update to latest state (review of shaders, improved translations)
 - better handling of textures (but still WIP)
 - introduced support for compiling DirectX with SHADER_MODEL_6
   (needs more work to automate bringing in some dependencies and maybe control DirectX12 version we are using)
