Convert tile flag from int to byte #237

The current flag value is an int and should be a byte. This will force the flag value between 0 and 255 so bit flags can be used vs the current 16 flag values. Need to remove support for -1 which will be converted to 255 when using unsigned in C#.

The tilemap editor will also need to be adjusted to account for this change.
