The Hash Index type has been deprecated and should be blocked from being used:
https://docs.microsoft.com/en-us/azure/cosmos-db/index-types#index-kind

Temporarily we will throw an exception linking to the page when creating a Hash index, but after 3 months we will remove the index entirely.
