Work can be continued on the branch of meta-V14，and this may require a lot of debugging.

Pass test. To process the latest blocks of polkadot through tests/rpc_test.
Connect to the local node and verify that the deposit (utility) and redeem (multisig) transactions in the block can be resolved properly.
