V1.3.b9 : Help me with name of pre-release please

Fixed Weapon skilltree not properly generating
Disabled Rarity and modifier reroll on reforge
Added two new command :
/rarity - Reroll rarity and modifier for 33% of the item value
/itemtree - Reroll Item tree for the entire item value

Fixed mistake with item level cap being way too much scaled with rarity
WhenChanging HealthBar Scale and pos in config, correctly update it after clicking Save (no need to reload)
Update to DBmod 1.0.9.2
