Since dealing with Google's policy API is pretty thorny (one of the side effects of it being powerful, no doubt), we're probably going to want to build our own abstractions for dealing with it. Combined with #5, it may make sense to offer a way to build your app entirely without our front end, instead relying "only" on our API abstraction.
